Contractor Recruitment Announcement for the 2023 Hongkou District Farmers' Market Library Project

To fully implement the spirit of the 20th Party Congress, fully play the leading role of public libraries as the main reading venues, enhance the intrinsic quality of public cultural services, and meet the cultural needs of the migrant worker population and their children in Hongkou District. Hongkou District Library publicly recruits the contractor for the Hongkou District Farmers' Market Library Project in the second half of 2023, responsible for the overall operation of all the farmers' market libraries in the district, organizing various reading and cultural activities, and promoting the construction of "Book Fragrant Hongkou".

Procurement Requirement: Operate all farmers' market libraries in Hongkou District (including but not limited to the currently existing 13 farmers' market libraries), and plan and carry out various adult and children's reading and cultural activities.

1.This project is open for recruitment to public welfare organizations in Shanghai.

3.Meet the provisions of Article 22 of the "People's Republic of China Government Procurement Law".

4.The contractor has no major violations of law during the past three years when undertaking similar projects and engaging in related business activities, and has not been listed as a dishonest person subject to enforcement, a major tax violation case party, or a serious violation of law and dishonesty in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn).

5.The contractor needs to have relevant qualifications, and its approved business scope should be consistent with the field involved in this project. It needs to provide a copy of the qualification certificate of the private non-enterprise unit registration certificate and other main qualifications and affix the official seal.

6.The contractor needs to provide the Hongkou District Library with the overall operation plan of the project and provide a reasonable quotation based on the procurement requirements.

7.The quotation must clearly write the project content, quantity, unit, unit price, amount and other elements, and the total price must indicate whether it includes service fees and tax rates.

8.Have a good commercial reputation, similar project service experience and a sound financial accounting system; have the equipment and professional technical ability necessary to perform the contract.

This announcement takes effect immediately after it is announced. Please seal the relevant materials in a bag and send them to the Hongkou District Library. The acceptance time is until 17:00 on June 30, 2023 (Friday).
